Baishan, Jilin Province is listed in the first resourcesexhausted cities by the State Council. It is a typical resourcesbased city and the industrial system depending on coal, forestry and mining will still exist for a long period. Hunjiang District is the location of Baishan municipal government. In order to handle well the relationship of mineral resources exploitation, economic and social development and ecological environment protection in a county, this paper gives some strategic suggestions to make Hunjiang a new green mining city: continuously developing traditional mineral industry; strengthening and expanding those advantageous industries like diatomaceous earth industry and mineral water industry; outputting featured products, focusing on ecology, green and scientific development. The currently-used 1999 Solid Mineral Resources and Reserves Classification Code has induced some issues due to its absence of geological confidence G. To revise this code means to clarify the two levels of G. In order to meet the UN's 1997 classification framework, G means the exploration stage. Block level shall still be remained in China's system. It is important that the Chinese Code be compared with global codes, and at the same time, be remained stable in its terms.
